Gtav lagging?

So i recently played gtav and it started lagging it mostly lags when i look at the city or when im in areas that have a lot of nature mostly lags in the nature areas. I used the settings in this video 

Specs

MSI Radeon RX Vega 64 Airboost 8G OC

Ryzen 5 1600 OC'd to 3.9 ghz

Gskill ddr4 ripjaw 16gb 2133mhz ram(13gb available when idle)

750watt corsair tk psu

b450m ds3h motherboard

for some reason the gpu usage in city is 50% but when i go into city it is at like 100% not sure whats happening all other games run fine like fortnite at epic settings etc..

yeah ive tried turning it off but no difference

I also have some settings tweeked like msaa but not to much

Is the game installed on an SSD? What are the CPU/GPU usage and temps?

Yes game is installed on a ssd gpu usage is kinda low at 50% sometimes 100% mostly in nature areas when 100% temps are like 70c-80c cpu usage is around 40-50 and temps are like 40-50

i also dont see how a ssd makes the game higher fps just makes it load faster
