So recently my fps has begun stuttering quite bad. This started occurring out of nowhere without any indication or correlation to an event such as an install or driver update. The first thing I tried was a fresh driver install with DDU, while trying multiple versions of the driver.  After extensive testing of all components, I realized the stuttering was in correlation with my GPU clock/ Power Usage. I noticed that the clock speed was going up and down every second by a factor of 500 Mhz and up, in correlation with every stutter. To further test this I tried less extensive games such as minecraft and rocket league. in which the stuttering and MHz fluctuation wasn't occurring. I'm pretty confident the stuttering is due to this issue, so I'd like to try fixing this issue first to see if it helps.

Note* GPU temp stays around mid 60's to low 70's

update bios, chipset, gpu drivers and any other drivers.

monitor temperetures.

chekc without gpu

check with only 1 ram stick

check with only the boot driver attached.

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

Might be a power supply issue, but I'm thinking more of a heat issue. What kind of temps do you get when that happens? I see the fan speed is very high.

The temps report as mid 60"s C. Power supply might be correct. Maybe the gpu is reaching some sort of power supply cap where it causes the gpu to throttle? I honestly have no clue.

Already updated GPU and tried with 1 ram, haven't updated anything else, and doubt itll fix it due to specificity, but ill try it. The temps are alright. Im pushing a 1440p 21:9 monitor, so I get high load in games. I've been doing so for a year without any issues though, this problem just came out of nowhere.

That PSU looks pretty good. Try jiggling the power connection to the graphics card, the vibration from the fan spinning at high speed may have loosened it, or something like that. Another idea would be dust, blow air through the PSU and brush off the back of the graphics card if it looks dirty at all. If that doesn't help all I can think of is setting artificial speed/power limits in software, as it's probably an issue with the card.

To note, I did dust out the PC about a week prior to the issue. Dont know if doing that caused any issues, but I doubt it. Iv'e tried limiting the fans as they were causing weird vibrations. Iv'e also already tried reseating the entire card, and used a different power connector. But to note, around the time this started happening, I started to hear a buzzing noise from the card. It only happened at high RPM, as per the fan limits. Although it may have correlation, it isnt happening anymore and there is still stuttering. Maybe it is a heat issue at high load and software isnt reporting it correctly. When the stuttering occurs, im getting temps in the mid 60's to low 70's. If software is indeed reading it wrong, that would explain the odd noise as its likely a fan issue that would lead to high temps.

Yeah, lock down the frequencies to what they are at idle and see if that helps. Also maybe dumb question; do the stutters seem to pause time or skip time, and in which games?

No, the stutters are just jolts/hitches occurring very second, consistently. Like previously stated, the "jolts" occur in correlation to the graphs. They occur in all games that are causing high loads on my GPU such as Modern Warfare, R6 Siege, Warframe, and others. It is however not occurring in games like minecraft and rocket league, as they are not graphically intensive for me. Ill try the frequency thing.

So I just tried limiting the Mhz to 650, and apart from the poor performance the stuttering isnt really happening. However, anything past 800 causes it to happen again, with increasing intensity as I increase the Mhz. Temps are low 60s high 50s

I guess you can keep fooling around with stuff in software, but I'd say the card is on it's way out and there's not much we can do about it.

Idk if you have the time or resources to do this, but if you do grab a spare hard drive, throw it in, and install something like Ubuntu, for the small chance of Windows just being screwy, play around with that.

Other than that I don't know how else I can help, so good luck to ya.

Alright, thanks for the help! I was thinking the same; so im planning on a 2070 super soon.
