How to install windows on other hard drive when main windows boot drive doesn't work/port not working?

I have a Dell Inspiron gaming laptop and it can't boot to windows, it just says on a black screen when I turn it on,  its says 3 things,

 

PXE: Media Test Failure, check cable

 

PXE-MOF: Exiting PXR ROME.

 

No Boot Device found.Press any key to reboot the machine

 

I have made the assumption that my either my nvme ssd that windows is loaded on on my laptop either doesn't work, or the nvme port broke. I am pretty sure it is the latter, because I tried plugging my that same nvme ssd into my main rig pc, and it seemed to work fine. It also showed the same error when I tried to boot my PC up without the nvme ssd in.

 

With this in mind, how can I install windows on, for example, another hard drive on the laptop, without the laptop being able to boot at its current state?
