Power on PC

PC need to turn off and on the power supply to boot to desktop. shutdown pc and turn on did not work.

 

Edit: when i plug in to the wall the pc boot up normally. after i shutdown and try to on back, it does not display anything only the indicator and fans working. to get the pc start i have to turn off the wall plug or the switch behind the psu and turn it back on then the pc will boot normally.
