Pc stuck in startup screen

As the title says my pc is stuck/frozen on the startup screen. Before I had a issue that I wanted to connect 4 monitors and I thought I have 2 AMD Radeon HD 5450 and I already had 1 in my pc and why can't I just put another one in to only power 1 VGA monitor. Before putting it in, the pc worked fine and had no problems, I shit down the system, unplugged everything and put the card in, then I plugged everything back in including my 4th monitor to my newly installed gpu, I pressed the power button and it got stuck in startup screen. Then I proceeded to clear the cmos battery, I looked my mobo manual and fallowed the instructions provided by the manual (unplug your pc, remove the battery and wait at least a minute, put the battery in and plug the pc back in), but it didn't fix anything. Then I saw there are lights on my mobo, (cpu, dram, gpu, boot) and noticed only the boot light was on, that means it wasn't booting.

welp, i found the problem out the hard way, i took everything out from my pc, wasted 5hrs of my life to discover that 1 of my usb ports was dead and that didnt' let me boot into windows
