HIGH END PC LOW FPS!!

specs:

CPU: i9 9900k

GPU: Gtx 1080

ram: 16gb 3200mhs
motherboard: msi z390 thomahawk

i normly had like nerly 400 fps max in csgo and league of legends now i cant even hit 60 in max frames any more.... happend after reinstall windows but downloaded driver and all that over and winodows again but stil cant get that fps back what to do ??
