I recently picked up a logitech driving force pro from goodwill. I plugged it into my computer and it detected it. I went to play forza horizon 4, and the game would not detect any movement. I realized I needed to download logitech profiler, so I installed that from their website. It also detected my wheel and pedals but did not detect any movement. I know it works because both of the leds turn on when my pc starts up. Forza detects the wheel, but not any movements.

Try with another game. Make sure you have the wheel selected as your input method.

I tried it with farming simulator 19 and it detected it was a wheel but did not recieve any input. I also tried a wheel tester and it did not detect any movement.
