My pc is shuddering

When I shut my pc down normally and go to boot it again. It will shudder constantly till I do a hard shutdown then it works perfectly. I can’t figure this out.

 

ryzen 3700x

asus x570 tuf gaming

16gigs of Corsair vengeance rgb pro

evga rtx 2080 xc ultra

WD black sn750 500gb

seagate barracuda 4tb

corsair rm750 

Thermaltake commander c35 case
