Actually the other way around.

Simply put, you want the frequency (Mhz) as high as possible and the latency as low as possible.

 

I mean, the difference between these two sets would be minimal, but I felt like I needed 'correct' that first.

3600Mhz CL16 is the best, 3600Mhz CL18 is the second best.

I would get it from G.Skill, they seem to have the best time with Ryzen 3000 + 3600Mhz support.

CL = Cas Latency

The Mhz (frequency) and CL of the memory together make up the memory's true latency, or how quickly it can process things.

 

If you are adding memory, on top of the memory you already have; you should get the same memory (same frequency and latency).
