Hello I’ve been wanting to use Miracast with my computer and tv but my graphics card (Radeon rx570) is not Miracast supported. I was wondering if you need a network card and gpu that support miracast or one or the other? If so what network cards support miracast because I am unable to purchase a new gpu.

Miracast was a pre-Chromecast technology. In order for it to work both the source and destination need to have a supported endpoint.

load up dxdiag and check if your system has Miracast support:

         Operating System: Windows 10 Pro 64-bit (10.0, Build 18363) (18362.19h1_release.190318-1202)
                 Language: English (Regional Setting: English)
System Manufacturer: To Be Filled By O.E.M.
System Model: To Be Filled By O.E.M.
                     BIOS: P3.50 (type: UEFI)
                Processor: Intel(R) Core(TM) i7-4770 CPU @ 3.40GHz (8 CPUs), ~3.4GHz
                   Memory: 32768MB RAM
      Available OS Memory: 32624MB RAM
Page File: 28467MB used, 4156MB available
              Windows Dir: C:\WINDOWS
          DirectX Version: DirectX 12
      DX Setup Parameters: Not found
User DPI Setting: 192 DPI (200 percent)
System DPI Setting: 192 DPI (200 percent)
          DWM DPI Scaling: UnKnown
                 Miracast: Available, with HDCP
Microsoft Graphics Hybrid: Not Supported
 DirectX Database Version: Unknown
           DxDiag Version: 10.00.18362.0387 64bit Unicode

If it does, then the next thing you need to check is if the hardware supports it.

Click the Wireless display or Dock. At that point the WiFi will kick-in.

Keep in mind that many desktops do not have WiFi, and WiFi over USB will probably be insufficient. If you want to stream to a 4K TV, you may need a very stable 802.11n or 802.11ac/ax connection on both the TV and Computer.

DLNA is another option, albeit harder to make work, but it's the basis of PLEX. This is if you just want to play video-only.
