I came up with these 2 monitors with quick research.

Asus has better colors, but MSI has better response time.

Both monitors do have a blacklight bleed though.

 

Rtings has also TV reviews, if you want to look for a TV option, and the table tool helps a lot for narrowing down your options.

Those are 27".

With the table there are no VA 32" TVs. TLC are not available locally. They are not possible to find. This is why I was looking into monitors. The AOC is the most budget kind. I don't need lag, just a VA panel that has contrast is bleeds the least.

The msi and asus I linked are monitors, not televisions.

Looks like the bleeding effect is from the angles. When moving around the bleeding goes away.

Might have to do with calibration setting, but banding posterization is much more obvious than on other displays.
