qos config

I am heaving some question regarding configuring qos on Asus RT-AC51U 

I am having a network speed of 100 mbps 

in qos bandwidth limiter :-

for a target system i have set the download/upload bandwidth to 1 mbps each 

so how much exact bandwidth is left with me will it be 98 or 99 mbps 

and will this setting affect the remaining bandwidth?.
