Planning to build a new PC. These are the parts I have picked out. A friend of mine told me to get a better CPU. Should I? I am near my budget but if necessary I can spend a little more.

If this is purely a gaming PC, then you don't need anything more than a 3600x. If you're running applications that would benefit significantly from more cores, then a better CPU might be in the cards.

Okay, first of all, get rid of the 3660x, use a 3600, unless the prices are exactly the same it isn't worth it. Find some better RAM, CL 18 is meh so try to get ripjaws 3600mhz cl 16. Switch from a 860 evo to a sabrent rocket (The blue cheaper one, it's just a fast and reliable nvme, but you can find cheaper if you prefer, like the 660p or crucial p1) Get a Phateks P300a, and get 3 more case fans, which will do a 3 on 1, positive airflow config, 3 fans in the front drawing air in, 1 exhaust.  Otherwise looks good

I am NOT a professional and a lot of the time what I'm saying is based on limited knowledge and experience. I'm going to be incorrect at times.

3600 CL18 is the same latency as 3200 CL16, which is definitely "acceptable"

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

So I found some ram that has cl 16 (G.SKILL PC memory - DDR4 16GB (2x8GB)TridentZ RGB Neo AMD 3600MHz CL16 XMP2) but the problem is, at least how i understood it is that this ram only goes with x570 motherboards so I looked for that and i found ASUS X570 P. Are these good?

It will go with any board that supports DDR4. There is no 'X570' only Ram. That doesn't mean it will run at 3600MHz with every cpu/board combo. With a 3000 series cpu and B450 board it should be fine though.
