Can't restart Windows Explorer...

Hi, i recently got a new SSD (240gb to replace my old 120 gb one) and i installed windows on it.

 

I got a black screen and i tried to restart the windows explorer and i get an error saying "THIS APP CAN ONLY BE RAN ON WINPE OR WINRE"

 

Should i reinstall windows or?

WINPE refers to Windows Pre-Install-Environment. That error makes no sense if you have booted into a fresh install. Reinstall windows, something is clearly wrong here.
