Recently I built a new system with the following parts, the set up went alright but i have a lingering issue i cant seem to fix. On fresh start up after the computer has sat for some time it'll boot up to have a laggy mouse movements, audio, games, etc., however if it runs for over an hour or the computer its restarted the problem goes away? Along with this while it is in its laggy state i try to shut down normally the screen will display shutting down then go dark while the system itself stays on until hard shutdown from the case? Any advice would be a big help

I think I am going through the same exact issues as you, and the only components we have in common are the Ryzen 7 3700x and x570 TUF gaming plus mobo.  My mouse and audio start to stutter and lag like I am having internet connection issues but I know that is not the case.  I also have the same issue of shutting off my computer with the monitor turning off but everything else stays on.  Were you ever able to figure anything out it is driving me insane?
