CPU or Mainboard?

Hey guys, the pc of a friend won't boot (no acoustic signals), PSU, Grafikcard and Memory is okay. 
Every Fan is runing.
I reseted the mainboard and that changed the fan settings they spinned faster.
Since i don't have a system to test the cpu or mainboard i don't know a way to identify what component the problem is any advices?

There should be something jn the way of leds lcd panel or something that has some sort of error code. Either way cpu's rarly die, I think I have only every had one.
