Windows Server 16

I have a Dell Poweredge 2900 running Windows Server 16.  I had to modify a Video card that would run dual monitors.  It is a AMD ATI Radeon HD 7450 2MB.  Would not fit in the PCIE slot due to length, so I cut it down to fit.  The card is working good, except that when I launch VLC Media player, it locks up.  I am sure it is due to hardware acceleration, but i can not find where to disable it.  Any help would be appreciated.
