Many times a day, my PC creates an electric field behind the case

Many times a day, for around a minute each time, my PC starts sounding like those electric rays in videogames ("shhhhhhhc-shhhhc") and the TV on the other room starts having pixelation.

Also, if I stretch my arm next to the back of the case, I can feel a magnetic field.

 

Is it my PC or my house's electrical wiring (maybe the box)?

I just checked the cord from power supply to wall socket and made sure everything is fully plugged in. Now everything is, except the cord connected directly to the power supply. It looks like it only fits 80% the way. I can not push it further.

 

I turned on the PC and started to sound. Now it stopped sounding.

Sorry, I think missexplained what happens. It sounded a moment and then stopped. In general, it still sounds and make the weird magnetic/electric field
