Pc won’t boot

I’ve got a new gaming pc,
Sometimes it froze so i decided to reinstall windows and wipe the ssd. After i did it the pc still froze so i decided to take out the graphics card and Ram cards and put them back in. If i now turn on my pc the fans will spin really fast for a few seconds and then the pc will turn off and then on again. The fans spin again but my pc won’t boot!
Can somebody please help me?
It is not making any beeps or something,
So it is just the fans that work right now
