My pc is not working

Idk what to make this my cpu is using 24% with only task manger and settings open I have a AMD 6300 six core processor I have 8 go of ram 7.75 usable is windows 10 my display adapters amd Rex 560 series and ATI Radeon 3000 graphics computer ACPI x64 based PC and none of my games will open or get like 15fps

Second, there is a Troubleshooting forum, with the following sticky.

What program/process does Task Manger say is using 24 percent of the CPU?

 

Are you sure you're plugged into the dedicated graphics card and not the on-board graphics?

 

What troubleshooting steps have you taken?
