isnt this already in the CPU bottleneck problem? i had something similar with my quadcore(R 3 1200) before i upgraded to my 3600.

I was having like 30-40 fps in some games. then upgrading to 3600, i jumped up to about 60-70 even 80 at times.(Ghost recon Wildlands)

the resolution might also be an issue there.

Im with the mentaility of "IF IM NOT SURE IF ITS ENOUGH COOLING, GO OVERKILL"

Have you tried lowering the resolution?

Also your CPU is running way too hot and is likely dropping clocks below 2 GHz.

no is acctualy like 2.8 and 3

The 2600K is old school, meaning it has a very low thermal threshold. It should not run above 72C under load. The base clock is supposed to be 3.4 GHz.

Check if your cpu cooler is mounted correctly and replace the thermal paste if necessary.

Make sure the heatsink is clear from dust and the case has good ventilation, especially exhaust.
