Underperforming CPU

Thankyou all guys for the help. I looked some more online and found someone with the same cpu mobo combo. And he had the same problem. Turns out my motherboard has a safe switch you can flick on and of. And it was on so it would only go to 800 Mhz. So i flicked it the other way and now its fixed. it runs at normal base clock, 3.5 ghz.

I've build my pc round 2014. I'va been out of the game for a while now and just got back into things. Now my friend had a spare i5 4690K laying around and he gave that to me. The problem now is even at stock speeds its underperforming like crazy while he whas running it with a steady OC of 4.2 Ghz. I've been tinkerin for maybe 2 weeks now but i cant seem to find the problem. Is there someone that maybe could give me some advice about the problem or maybe a way to find the problem by maybe sharing some benchmarks?

Case: Fractal design r4

psu: Corsair RM650

motherboard: gigabyte z87 oc force

Ram corsair vengeance 1600 Mhz

HDD: WD green 1 TB

CPU: Intel core i5 4690K

Cooler: Noctua NH-D14

In what way is it underperforming, exactly?

i've run multiple benchmark against similar cpu and it just underperforms like crazy. Also everything takes ages to load. Before i had a i3 in the system. i've put that one in aswel to test and it was faster then the i5. 

 

THe benchmark i used was cpu z and the score it showed me was 380 in muli threaded performance.

I would suggest reinstalling Windows. Some weird performance related issues like this often appear when changing important hardware in the system. I would also suggest adding in an SSD for your OS, if you haven't got one, as that will massively improve the overall snappiness of your system.

good idea to reinstall. gonna try that. The ssd is on the top of the list for replacement. but gotta wait until the end of the month to put it in. So then i will try to reinstall it on the ssd see if that works. But in terms of cpu performance in itself it shouldnt matter wheter i have a hdd or a ssd
