Why does ryzen master say my cpu speed at idle is 400mhz but hwinfo and cpu-z day its at 4.1 GHz?

This has been answered by AMD, but I can't tell you exactly where on Reddit.  You can look that up.

 

Short answer:  Ryzen Master can poll the CPU without waking it while other software can't.  So simply checking what the CPU is doing wakes the CPU.

Since it’s a fixed overclock shouldn’t it stay at 4.1GHz?

I think you'd have to disable c states or p states (not sure which) for that.

I cannot find c-state in bios, only Pstate pstate is on auto but I think what I need to change is c-state

No, that would waste power and run the CPU at max voltage for no reason.

How would I set it to a fixed clock just if I wanted to see how the performance is?

You've already set a fixed clock.  You need to disable sleep states/idle states.
