This has been answered by AMD, but I can't tell you exactly where on Reddit.  You can look that up.

 

Short answer:  Ryzen Master can poll the CPU without waking it while other software can't.  So simply checking what the CPU is doing wakes the CPU.

Since it’s a fixed overclock shouldn’t it stay at 4.1GHz?

I think you'd have to disable c states or p states (not sure which) for that.

You've already set a fixed clock.  You need to disable sleep states/idle states.
