Windows Security

So I am trying to move a file but when ever I click and drag the file it says "Error did not complete" and gives me "0x800700E1" as the error code, after googling for a fix I found that disabling your windows security real time protection works!

 

So im currently trying to disable it and i cant find the setting ANYWHERE in ANY WINDOW, I got to my Windows Defender NOPE, I got to my control panel NOPE and apperently it only disserpears when you have installed a different kind of anti virus software, but the problem is, I havent? so how do i fix it?

because if it from a progamm make sure to kill it in task manager this code reminds me of a code you get when you try to copy files , which are used by programms

Fable 3, I own the game but Steam doesnt wanna download the game and Games for windows live doesnt work...

any idea about the windows security issue? it says i need to be admin but I am and theres no real time protection

there isnt an option to run it as admin its just kinda on in the background
