Found pixel 3 xl without sim and no emergency contacts. What to do with it and how to reset it (it is still locked from the previous owner). If I can somehow get it to its previous owner the would be preferred. Thank you

Hand it to the police, they could potentially sort it out, also remember the area that you found it in.

The responsible thing is to take it to police. Depending on local laws, if you leave your info there, they will contact you in case no one claims it back. Finding so new phone without anything on it could mean that it was stolen by amateur and then discarded when they couldn't access it. Or it might have been involved in other crimes (burner phone).
