Personally, I would wipe the thermal paste off, place it in an ESD bag, and then put it in a protective container. It should be mostly fine without an ESD bag - just being precautionary.

dont have anything to wipe the thermal paste off at the moment nor a esd, but would i place the cpu pins down in the plastic or up?

No paper towels or isopropyl alcohol? Are you using an AMD Ryzen or Intel CPU?

I would wipe it off as best as possible, and place it inside with the pins down. If you have anything soft to place it on, that would be ideal so you don't bend the pins.
