I have a problem when my pc is on I hear this high pitched noise but when I put it in sleep mode it’s gone. When I shutdown the pc it sometimes is still there so I would have to physically flip the switch on my power supply. This happened when I upgraded my motherboard, cpu, and ram but I am assuming this is a problem with either my gpu coils or power supply.

It's most likely coil whine as you already assumed, but there isn't exactly anything you can do.

Coilwhine is usually not considered a defect and therefor not covered under waranty.

 

But for us to know whether it is coilwhine or not, we need a sound sample :)

To me that certainly sounds like coil whine. It's loud tho.
You should listen to the individual components and put your CPU and GPU under seperate loads to see where it is coming from and then contact the manufacturer of the product that is causing the coil whine. If they're nice enough they replace it. If not you gotta live with it.
