Why is my Ethernet cable making my device manager screen constantly refresh?

 I've tried two different cables and the device manager screen is still constantly refreshing. I know for a fact its the Ethernet Cable, or the Ethernet Ports doing it because it stops refreshing as soon as I unplug the cable. What the hell is the deal here?

 Weird, now the device manager screen suddenly stopped refreshing. I don't know if its because I disabled "Microsoft RRAS root enumerator" under the "software devices" tab, or if the issue was in fact related to my game "Sekiro: Shadows Die Twice". The game has been giving shit lately with the stuttering, so I reinstalled it, which seemed to solve the issue. How a game would cause the device manager screen to continually refresh itself is beyond me.
