Video cards can fail in a few different ways. They do have a 2D mode and a 3D mode. Possible there is something going on there. It is unlikely it is a cable issue or a monitor issue because a screen capture will not capture that. 

If you were to run heaven benchmark for about 30 minutes to 1 hour (check back in every 15 minutes and watch it for 2-3 minutes). Do you notice any artificates, graphical glitching, etc?

i'll run it and check in on it btw I have a laptop so no cable issue should arise. I used the snipping tool on windows to capture it.

Yeah, that is what I mean. Since you snipped it, that means it is directly from the frame buffer on the video card. So, if your screen was clear when you looked at your screenshot, then it would be an LCD/cable issue. If it isn't, then it is a motherboard/video card issue.

So i ran the benchmark for about 35 mins i only got some hiccups but that is it. No artifacts i also got my benchmark results if you want to see that. So is it just 2D mode that is messed up? If you have any solutions let me know. Thanks

What graphics card are you running in the system which is having this issue, have you overclocked any of the components within this system? If you boot into safe mode or safe mode with networking, will the issue still be present?

GTX 1070 laptop no overclock and can't figure out how to boot in safe mode it doesn't happen all the time just once with steam
