Is it possible to record and HDMI out from something like console to your pc only using software? Im talking about using something like a second pc as a capture card sort of device. Also is there some sort of software that could grab the output of an HDMI connected to your monitor?

You would need some sort of captur device, there are some that you can plug into a USB port. The GPU cannot input video signals. 

On the second part of your question, that would have to be a screen capture software. Cloning an output signal from the gpu via software is kind of what game streaming is these days.

I was thinking something like a DVR I was hoping to take My Switches output and input it to an laptop, then take that, and output it to my pc using the ndi plugin for obs.

Why don't you just use an external capure device like this one ?

Unless your laptop has a dedicated video input, it will not work.

HDMI in theory has a 2-Way implementation but that needs to be supportet by both devices which is very unlikely.

Your Idea in general would save you some cash but I don't see how you will get that hdmi signal translated for your laptop and how it would connect to it.
