Problem with screen/graphics tf2

The problem: My screen starts to get green lines when I popped out the Dead Ringer and I can't also pop out the Dead Ringer then I shoot using Diamondback as seen in the video, the first 2 rounds the reload between shots starts to get werid. How can I fix this? It has been quite laggy quite a while. My specs are in my signature

I honestly can't see those lines but I see some screen tearing, enable V-SYNC.

There's a option "Wait for vertical-sync" choose Enable or Disable?
