Is my GPU fine?

Idle temperatures don't matter much, load up your GPU and check the maximum temps, if it's within reason then it's all good.

Shared GPU Memory is assigned to all your GPUs according to half of your RAM's capacity, and no UHD 630 doesn't come with it's own VRAM instead it uses your RAM exclusively so the Shared GPU Memory is all that it gets, but as for your Dedicated GPU it doesn't use the Shared Memory unless it runs out of its own Dedicated Memory.

Not sure what you mean, but having Shared Memory doesn't use any of your RAM capacity as long as it's not being utilized for anything, think of it as a limit, Windows will dynamically assign memory to the iGPU proportional to what the program requires or asks for but it won't hog all of it at once if it isn't necessary.

I purchased a Dell G3 3590 few weeks ago, updated to Windows Insider latest build on Fast Ring. 

 

Specs: 

i7-9750H

GTX 1660Ti Max Q,

32GB RAM

1TB Seagate Barracuda

512GB WDC NVMe.

Also, why Shared GPU is around 16GB? Where 6GB is the Dedicated Graphics. Isn't Intel UHD 630 comes with its own Graphics Memory (like it is arund 1GB I guess)?

Any Idea how can I reduce the same?

Depending on the ambient temperature of your room, the temperatures seem okay.  Like if your room temp is around 34 - 35 degree Celsius, a GPU temp of 48 degrees, especially considering the fact that it is a laptop, the temps seem fine.

 

You can download Hardware Monitor and check if your GPU completely idling or not.

As you can see here, my GPU is under full load (as I'm folding) but the memory and other parameters are not under load.
