Well at this point i would upgrade the cpu first. 

 

Ryzen 5 1600 AF

Asrock b450 pro4

16gb 3200mhz cl 16 ram   This will cost undr 300 dollars, it will give you much better performance.

 

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

And then you can save for gpu. New gpu¨s are coming early next year so that will be ideal time to upgrade the gpu.

 

Make sure you have good enough psu for the setup. That board needs 8pin cpu power and 24pin motherboard power, without them it will not work

i'd say he should look out for a used 8th Gen i5 or even i7 instead of changing the entire platform. Unless ofc the complete new build would be cheaper.
