Under Volting?

In Linus's video the perfect DIY gaming pc he said that the $1000 pc would need a better motherboard(specifically an X series) if you wanted to upgrade later because a new CPU would need to be undervolted. What did he mean by this and what would be a good alternative to the B450 gaming plus max that would make the pc more upgradable?

He said the 12 core 3900x would need to be under volted....

 

Because the board is rated for only 125 amps.

The 3900X can draw more than 125 amps. The VRM package is not equipped to dish out that much current.
