Ryzen 5 1600AF is a cheap and extremely powerful option. If you can, get a 3600 since that's a other 20% extra CPU performance over the 1600AF

the Australian market isn't good with Ryzens but i have found a i7 2600k would that be any good?

Not really. It's slower than even a Ryzen 5 1400 and is on a very old, very dead socket and has a ton of security issues.

those cpu are way out of my budget and for what i can get this i7 for its pretty good also its about the same as the old ryzen 5 when oc

It's not good at all. It's slower than the 1400 and it will bottleneck the 980 To quite a bit. It will be a very unbalanced system

Look at real reputable sources, not the fake YouTube benchmark channels. Most of them are just false Indians looking for clicks. Look at GamersNexus, OC3D, Hardware unboxed and etc

 what about this

Yep - it's almost as if the i7 is barely faster than the first gen Ryzen 3 and i3 quad cores. And the 0.1% and 1% means you'll have frequent stutters. If you OC it's a bit better BUT that means you have to find a beefy motherboard that hasn't been abused and can still deliver clean power and stable voltage AND high end cooling, which makes it more expensive than a brand new (or used) Ryzen/Coffee Lake platform.
