Hello so i have an issue when i play pretty much any game where my cpu is 100% and my gpu is only anywhere from 20% to 70% but never 100.

my cpu is an i5 9400f 2.9gh

gpu msi gtx 1660 ventus xs 6g oc

8gb ddr4 2666

im still not to good with pcs so i thought someone here could help me 

my question is would a gtx 1660 bottleneck a i5 9400f i did some tests in game and these are the results

modern warfare in menu not in game: cpu 100% gpu 55% in game cpu 100% gpu between 60 and 64% game has very frequent frame drops below 20fps

tom Clancy rainbow six siege in game: cpu 99 to 100% gpu between 48 and 60% stable fps

practically same results on other games i know my cpu is getting bottle necked but im not sure how task manager said the games weren't using any more than 78 percent between all games but nothing else was using enough cpu to get up to 100% so im not sure why my cpu usage is so high compared to my gpu any thoughts?

again im not very good with pcs so im probably just being stupid.

what software are you using for that percentage

Use Hwmonitor, it'll give you a better reading. Also, what does the percentage show when you're not gaming?

gpu was 100% constant. vram average usage was 86% usage

cpu temp was average 68 degrees Celsius max was 72c

gpu average temp was 42 degrees Celsius 

ram was at 89% usage

idle cpu usage was 1%

What resolution are you running at?  Lower resolutions tax the GPU less and can push more frames, but pushing more frames taxes the CPU more. A GPU bottleneck at 1440p may become a CPU bottleneck at 1080p depending on the hardware.

 

I don't play those particular games so I can't comment on how taxing they should be for your given hardware, but based on the HWMonitor numbers you are GPU-bound in that game and your temps look good.

 

What are you average frame rates?

im ruining 1080p 60hz rainbow six siege was max setting 80+ fps but i locked it at 60 do to my refresh rate of my display 

modern warfare was also 1080p mix between max and low settings. i also capped mw at 60 fps in game and 45 in menu.

without the fps cap i was getting about 80 to 160 fps depending where i was in game.

Based on everything you've stated then it seems things are performing as expected.  Again, I don't play those games so don't know for sure how CPU intensive they are, but the FPS seems reasonable for a 1660.
