3600 would be more efficient in photo manipulation

You wouldn't want to put a 1660 Super generally with a 75hz 1080p monitor anways. 
3600 would be the better all-rounded choice.

Yeah. You'll be able to upgrade to something more high end if you feel like it as well.
2600 should only be really paired with up to a 2070 Super.
