2 monitors low fps

Hello , so my friend has a problem, he has just gotten a new second 1650x1080 monitor and his main is 1980x1080 and he has connected his main monitor to his gpu and second one to Motherboard which has cpu that has inbuilt gpu but every time when he tries to play and watch stream/videos on his second monitor his frames drops what could be the problem ?. or is it normal for to watch vidoes and game and have bad fps ?
