CPU Problems

Hey guys, so recently I have had problems where when I play games and I would look at task manager and my cpu would be normal during games (60-70%). My cpu would spike to 100% for no reason I checked my temps and they are good(65C). They would not spike with the game application something else would make it spike, and I could not find what it was that was making it do that. I could really use some help fixing this.
