It's not one part that is a bottleneck really. Your whole laptop is the bottleneck. You'll just have to lower the settings as low as you can as your pc quite frankly is just really weak. You also didn't list your ram.

 

What you can do is monitor your gpu, cpu and ram useage whilst gaming and see which is capping out.

4gb ram

(cs go)The gpu has spikes bettewen 50 per cent and 0 while in game. When I'm closer to an enemy it chokes and cut on gpu and I get 10 fps. The cpu is about the same without the spikes. 

The thing is : why I have this fps spikes and how can I fix it

Btw, I get like 85 per cent of ram usage

A ram upgrade might help but your gpu is so old it hasn't had any driver updates for so long so I would not be surprised that that is an issue as cs:go has gotten serious under the hood updates long past your last driver. Quite simply. Your laptop is just too old and weak for the game.
