My debug led are on cpu and dram it started after I moved I plugged in and HD tv becasue I was in layway at my moms house untill I got my new apt and it would turn off and on do an endless boot loop I finally fixed it by formating and reinstalling windows ten  then I moved into my new apt and hooked up my old HD monitor an aoc 1080 75hrz and it did it again and I finally got it to install windows again then it started randomly shutting off and boot loop sometimes not even posting last time it turned on it said my memory was running at 2133 even though it's 3600 corsiar vengance now it came close to posting once and then froze while trying to post leaving a _ in the corner of the screen littlerly that and now it doesn't work at all and has the cpu and dram ez debug lights on it worked for several months before I moved twice I think it's the motherboard but I could be wrong and it not the memory cause a had a brand new set of memory and it didn't work with it either what could it be? 

Edit I just turned it on to take a picture of the ez leds and it posted said bios features were changed loaded the bios showed my memory and my cpu then restarted and won't post and it showing the leds again I think it the mobo.

Try running the ram at the stock speeds, with Ryzen sometimes ram is unstable even if the ram indicates a certain speed like 3600MHz. Also try using only one stick of ram.
