Hey all - first time builder. My components did not all come at once so I was essentially putting together what I could. I was able to boot it and check and see if everything ran fine without my storage which came today. I installed the m.2 SSD this morning and was going through the different BIOS menu's and the PC shut down. I turned off the PSU, turned it back on and the motherboard lights up as it should, however when I hit the power button the PC immediately shuts down, but the motherboard stays lit up. I am wondering if my PSU doesn't have enough wattage or a possible short. Specs are listed below:

 

i3 9100F

Asrock B365M Phantom Gaming 4

Corsair Vengeance LPX 16gb (8gbx2)

RX570

WD Blue 550 250gb

WD Blue 550 1T

Corsair CX450M PSU

Kraken X53 CPU Cooler

 

Edit 1: I unplugged the PSU, removed and reinstalled my RAM, took out and reinstalled the CMOS battery and had the same result. 

Edit 2: I tried the paper clip test and the PSU fan turned on, so the PSU is fine.

Check to make sure the NZXT X53 is mounted on the CPU correctly -- and the pump + fans are connected.

If it's poorly mounted, it can overheat after a few minutes / seconds in the BIOS, and safety shut-off will kick in.

Appreciate the insight, I will double check but I don't believe this is the issue as I can't even get it to turn on for more than a second.

Been going at this all day, the PC boots after I take the CMOS battery out and let it sit for a bit. It boots and goes into bios for a few minutes and then shuts down. This is incredibly frustrating.
