2080 Ti stuttering

Hey guys. I`ve got a good pc but it`s stuttering a lot, and I can`t really understand the reason... There are games that stutter more than others.

 

I got a Ryzen 9 3900X, 2080 Ti, 32GB 3466, 960 Pro NVME, EVGA 750W 80 plus bronze. Tried many Windows builds (right now i`m on 2004 - 19041.153) and drivers. 

 

You can see on these videos the problem (it's in 720P because of youtube, games are 1080p or 1440p):

 

 

 

 

Tried 3dMark and it seems to be ok:

well as with most GPU issues try DDU. and re-installing the drivers see if that works

Dual channel memory? Timings below 20?

Maybe it's Windows power plan issue? I have read that you need a certain percentage for idle and load usage states for it to work

 

or you could use 1usmus' custom power plan, it has all the instructions available so no need to fiddle with the default one which there's no instructions on what to check

EDIT: I don't really think it's related to the processor, I belive it's working fine...
