Motherboard: gigabyte ga-p35-ds3r

CPU: Q6600

Testing some old gear I got off eBay. It  came with 4 sticks of RAM and I got an old GPU laying around as well. The PSU I'm trying it with is a Corsair CX650. I've tried reseating the CPU and trying each one of the individual sticks of RAM. It'll wind up, run for a few seconds (the CPU fan will gear up as well as the phase LEDs) before turning off and repeating the cycle. I've never encountered this before and not really sure what the issue might be. Any ideas?

i had similar issue with my ram. I just waited 20 minutes and my pc booted to bios setup. Wait like 30minutes and chekc if its working then.

Otherwise it could be your motherboard, cpu or ram being faulty.

You psu is decent and in my opinion its not the problem.

Since you tested all the ram invidually its not likely that the ram is the problem.

You could buy a new motherboard and test you cpu there, if still not working, its likely that you cpu is faulty

Just in case someone has a similar issue, it appears that the first two RAM slots were faulty. Putting a stick of the 3rd RAM slot (with the first RAM slot being the one closest to the CPU) appears to have done the trick. Since it's an old board I'll try cleaning the slots to see whether that'll do the trick but I thought I'd post here in case it helps someone else.
