is it normal that in my vm my cpu is running at 100% but my host machine is running at cpu 40%

then you have 8 threads, so 4 vpus will let you use half of them.

yea thats normal, give the vm 8 cores if you want it to use the full cpu. But since you have hyperthreading you already have >70% of the cpu available to the vm.

is it normal to have the vm cpu usage way higher but the host cpu usage be normal

vm usage is the percentage of the vm cores, host usage is the percentage of the hosts cpu. Normally the vm has less cores than the host, so the percentage will be higher on the than the host for the same task.
