NAS for Plex hardware

Would it be best to have an intel cpu with quick sync and a gpu to trasncode video? I would maybe have 2-3 transcoding 4k streams at a time with subtitles? I would rather buy go with a ryzen build and a gpu but does it make more sense to do intel quick sync and gpu instead?
