GPU usage/fps drop in lower settings.

Hi, I'm having a problem with my rig that I just made, I'm basically having a huge fps/GPU usage drop while playing CPU demanding games like csgo or league with lower settings (it's a gradual decrease, in league from 300+ fps to 50 fps). The weird this is, the moment I crank up the quality (everything maxed out) I get a stable 200+ fps with no GPU usage drop. I have absolutely no idea of why is this happening, and it makes no sense to me. Also important to point out that I have no thermal problems at all, the CPU stays always below 60ºC and the GPU under 40ºC with the fan cranked up for testing purposes.

This is my rig:

• CPU: Ryzen 5 3600

• CPU Cooler: Arctic freezer 34 esports duo

• Motherboard: MSI x470 Gaming Plus Max

• RAM: Corsair Vengeance LPX 3200 CL16 8GB x 2

• GPU's: Gtx 970 4gb, tried also with a 1060 3gb and the same happens

• PSU: Corsair RM750x

• OS: Windows 10 Education

Things I've done/tried:

• Cleanly installed drivers with DDU and even OS wipe with a full reinstall.

• More than 1 known good GPU's tested.

• Changed power settings to AMD's High-Performance power plan.

• Changed Nvidia 3d settings (Power management mode to prefer maximum performance).

• Motherboard CMOS wipe, everything set to default with and without XPM/RAM overclock.

• GPU with/without overclock.

• No errors in Memtest86.

The most possible solution I see right now is that I got a faulty MOBO that does bad management of GPU power, but it is just a guess. This doesn't happen in more GPU demanding games (tried Bioshock Infinite for example and it doesn't happen there). Also, it doesn't downclock while stress testing both CPU and GPU with Furmark and HeavyLoad, both staying stable at 100% usage with no thermal throttling.

 

Any idea of what might be going on?
