PC not fully utilising GPU

Hi, when i am playing GTA V, i have all of my settings on max and i am getting below 60fps sometimes. My hardware is a R7 2700x, RTX 2070 and 16GB ddr4 3000 mHz RAM. Obviously with these specs i should be getting better FPS than this. When i open up task manager nothing is maxed out and my GPU is around 30%, and i have my FPS uncapped. Im not sure why this is happening and when i google it everyone keeps saying it is a bottleneck, when it obviously isnt. This also happens in other games like fortnite as well so it isn't a one off. I have just tried re installing windows and that still doesnt work.

It likely is CPU bottleneck as you've been seeing.

no its not a cpu bottleneck its nowhere near 100 percent usage

It could be limited to a single CPU core.

Ive checked it and 2 cores are showing higher usage but still only around 60 percent

You've got a 16-thread CPU, 100% will only show if all 16 threads are fully used. 

Pretty much no game can use more than 8, some less.

 

A game that can only use 4 threads would only show 25% use, but still be CPU-limited. There's a lot of CPU power still available, but the game can't make use of it.

i put task manager in the thing where it shows individual threads and none are maxed out

That's normal because the OS constantly moves the work between cores to even the load.

yea but why am i getting such bad FPS if there isnt a cpu or ram bottleneck

Becasue as said you likely DO have a CPU bottleneck. Read the explanations again.

no i meant the only thing other forums are saying is that it is a CPU bottleneck but it isnt besause when i look at task manager none of the cores are maxed out

Again the fact that none of the cores are maxed out doesn't mean anything, and I just gave you the explanation why.

what resolution are you playing at? 

 

At 1080p, any CPU aside from the R9 3900/3950 or the core i9s will bottleneck an rtx 2070 or above.

 

You should not, however, experience stuttering. If you are, then you likely have another issue you need to address.
