Games suddenly stuttering

Okay, real quick. I was having a stuttering issue before and wanted to fix it. I changed some settings in the registry. I followed this video:

Anyways, the problem was still persisting. I then saw something online about disabling dynamic tick and disabling HPET. 

Long story short, I did that and now my games are uttering so much worst now. I've ran registry diagnostics and tried re-enabling dynamic tick and with still no luck. 

 

Before you guys ask, Yes my drivers and windows are up to date. I've tried uninstalling and reinstalling my games and have no luck. Every game now is stuttering, even Minecraft for me is stuttering.

 

I am on Windows 10 64 bit.

 

My PC specs are:

Intel i5 8600k

EVGA RTX 2080

ASUS Z370 Motherboard

Corsair 16GB Ram @ 3200 mhz

Corsair h100 v2

 

For storage I have 2 SSDs and 1 HDD

1 120GB PNY SSD

1 1TB Samsung Evo

2 TB Western Digital

 

I think I've included everything, if not please ask for more info.

 

I've also tried resetting my computer multiple times after each change, and there is NO Malware on my PC.
