Defective gpu or defective components?

I've had to replace my graphics card 2 times in the past two weeks because the display suddenly turned black and I couldn't boot into windows anymore. Both the cards were experiencing the same problems. I was able to use the first card for a couple of hours before this happened. The second card lasted a couple of weeks before experiencing the same issue. 

 

However, I could boot into safemode. While in safemode, I uninstalled the drivers through DDU and I could boot into windows normally again. Whenever I will install any drivers, the display will shut down and the screen turns black but everything else in my pc is turned on. 

 

Is the graphics card really defective or is there another component in my pc bricking it? 

 

Ryzen 5 3600

B450 Tomahawk Max

Trident G Skill 3200mhz 8gbx2

Galax RTX 2070

EVGA BR 600 80+ Bronze

Team Group M.2 128gb

WD 1TB HDD

Windows 10 64 bit

My monitor is connected to the graphics card via a DVI to HDMI cable

Apart from the cheap grade PSU there's no obvious flags, maybe that's just what you get from smaller brands like Galax.

Try plugging into HDMI outlet on you mobo OP

dont your board come with debug LEDs? What does it say?

They turn on one by one during the few seconds from me turning my pc on but they turn off once the motherboard splash screen appears. 

 

Sorry, I may not have been clear in the original post but I recently replaced the graphics card and have not run into the problem again. Just asking if it is possible that one of my components is breaking the gpu ?

I'd rather bet on the card breaking itself.

Okay, I'll test out this new replacement if everything is fine. Might want to just change it for a whole new graphics card and another brand haha.
